Description & Requirements

The Proposal Specialist works directly with partners and other senior client service professionals across the firm to help manage aspects of the federal, state, county, local, and tribal government proposal development process and create clear, concise, and compelling proposal documents. The Proposal Specialist develops and prepares proposals written in response to government-issued RFPs (Requests for Proposals) or other requests for information/qualifications. This role develops original proposal content and revises existing content to meet the requirements outlined in the above-mentioned requests. In situations where FORVIS serves as a subcontractor, the Proposal Specialist will be responsible for providing necessary differentiator material and/or other standard firm profile information. This role is responsible for maintaining and updating a library of past performance qualifications, client service resumes, and information related to Small Business (teaming partner) relationships. 

How you will contribute: 

  • Write, edit, and format proposal content and redlined drafts in accordance with defined government proposal methodology, FORVIS style, and risk language requirements using Microsoft Word 
  • Ensure all edits are made as noted in proposal drafts or discuss reasons for not making edits with appropriate member(s) of team leadership, as applicable 
  • Effectively and professionally communicate with primary proposal contacts regarding reasons for changes or the inability to incorporate requested changes based on FORVIS style, Federal Acquisition Regulation (FARS) clauses, and/or risk language considerations 
  • Thoroughly understand and respond to all requirements in more complex formal RFPs (Requests for Proposals) or other requests for information/qualifications  
  • Establish and manage the workflow of multiple proposal projects concurrently to meet all deadlines and follow up on timing changes as needed, coordinate with proposal stakeholders to meet in-house deadlines and keep projects on track 
  • Use critical thinking to help incorporate a strategic approach in proposal documents, solve practical problems and effectively manage a variety of variables 
  • Demonstrate understanding and effective use of proposal automation software 
  • Provide unmatched client service to primary proposal contacts throughout the firm 
  • Work with the team in preparing the technical and cost components of the proposal. Including relevant service tasks and past performance. 
  • Schedule and facilitate proposal kick-off calls with primary proposal contacts (and other client service or marketing professionals as appropriate) to discuss the proposal as well as our approach to crafting win themes and highlighting relevant firm differentiators based on the issues identified 
  • Effectively communicate and collaborate with other teams and departments, including the proposal content team, subject matter experts, legal department, administrative services, etc. 
  • Inspect final proposal document(s) and effectively manage potential issues to avoid missing final delivery deadlines 
  • Research topics to support marketing initiatives, proposal content, and strategic planning 
  • Track progress of annual goals resulting from performance appraisals 
  • Assist with other special projects as determined by team leadership 
  • Coordinate all workflow and draft reviews through established timelines and writes client-centered language based on the opportunity and/or industry and serve as a trusted business advisor for client service professionals

Minimum Qualifications: 

  • Bachelor’s Degree in a related field  
  • 1 year or more of related experience 
  • Basic understanding of Federal and State Government proposal development 

Preferred Qualifications: 

  • Shipley or equivalent training/experience 
  • 3 years or more of related experience
